Bahkan pada masa pemerintahan Penembahan Semolo, putra dari Bindara Saud putra Sunan Kudus di abad ke-17 M tidak ada istilah carok.Munculnya budaya carok di pulau Madura bermula pada zaman penjajahan Belanda, yaitu pada abad ke-18 M.

Setelah Pak Sakerah tertangkap dan dihukum gantung di Pasuruan, Jawa Timur, orang-orang bawah mulai berani melakukan perlawanan pada penindas. Senjatanya adalah celurit. Karena provokasi Belanda itulah, golongan blater yang seringkali melakukan carok pada masa itu. Celurit digunakan Sakera sebagai simbol perlawanan rakyat jelata terhadap penjajah Belanda. Sedangkan bagi Belanda, celurit disimbolkan sebagai senjata para jagoan dan penjahat. Upaya Belanda tersebut rupanya berhasil merasuki sebagian masyarakat Madura dan menjadi filsafat hidupnya. Bahwa kalau ada persoalan, perselingkuhan, perebutan tanah, dan sebagainya selalu menggunakan kebijakan dengan jalan carok. Senjata yang digunakan selalu celurit.

Padahal sebenarnya tidak semua masyarakat Madura demikian. Masyarakat Madura yang memiliki sikap halus, tahu sopan santun, berkata lembut, tidak suka bercerai, tidak suka bertengkar, tanpa menggunakan senjata celurit, dan sebagainya adalah dari kalangan masyarakat santri. Mereka ini keturunan orang-orang yang zaman dahulu bertujuan melawan penjajah Belanda. Setelah sekian tahun penjajah Belanda meninggalkan pulau Madura, budaya carok dan menggunakan celurit untuk menghabisi lawannya masih tetap ada, baik itu di Bangkalan, Sampang, maupun Pamekasan.

Beberapa abad kemudian, diceritakan, bahwa ada suatu negara yang disebut Mendangkamulan dan berkuasalah seorang Raja yang bernama Sangyangtunggal. Waktu itu pulau Madura merupakan pulau yang terpecah belah, Yang tampak ialah Gunung Geger di daerah Bangkalan dan Gunung Pajudan didaerah Sumenep.

Diceritakan selanjutnya bahwa raja mempunyai anak gadis bernama Bendoro Gung. Yang pada suatu hari hamil dan diketahui Ayahnya. Raja amat marah dan menyuruh Patihnya yang bernama Pranggulang untuk membunuh anaknya itu. Karena itu ia tidak melanjutkan untuk membunuh anak Raja itu tetapi ia memilih lebih baik tidak kembali ke Kerajaan. Pada saat itu ia merubah nama dirinya dengan Kijahi Poleng dan pakaiannya di ganti juga dengan Poleng (Arti Poleng,kain tenun Madura). Dan gadis yang hamil itu didudukkan di atasnya, serta gitek itu di hanyutkan menuju ke Pulau “Madu Oro”.

Pada saat si gadis hamil itu merasa perutnya sakit dan segera ia memanggil Kijahi Poleng. Tidak antara lama Kijahi Poleng datang dan ia mengatakan bahwa Bendoro Gung akan melahirkan anak. Dengan demikian ibu dan anak tersebut menjadi penduduk pertama dari Pulau Madura.

Perahu-perahu yang banyak berlayar di Pulau Madura sering melihat adanya cahaya yang terang ditempat dimana Raden Segoro berdiam, dan seringkali perahu-perahu itu berhenti berlabuh dan mengadakan selamatan ditempat itu. Selain daripada itu para pengunjung memberikan hadiah-hadiah kepada Ibu Raden Segoro maupun kepada anak itu sendiri. Ibunya merasa sangat takut pula karena itu ia memanggil kijahi Poleng. Kijahi poleng mengajak Raden Segoro untuk pergi ketepi pantai.

Pada saat itu memang benar datanglah 2 ekor ular raksasa dan Kijahi Poleng menyuruh Raden Segoro supaya 2 ekor ular itu didekati dan selanjutnya supaya ditangkap dan dibanting ke tanah. Tombak itu oleh Kijahi Poleng diberi nama Si Nenggolo dan Si Aluquro. Sesampainya Patih tersebut di Madura, ia terus menjumpai Raden Segoro dan mengemukakan kehendak Rajanya. Ibu Raden Segoro mendatangkan Kijahi Poleng dan minta pendapatnya, apakah kehendak raja dikabulkan atau tidak.

Raden Segoro berangkat dengan membawa senjata si Nenggolo. Akhirnya Raja Mendangkamulan atas bantuan Raden Segoro menang didalam peperangan dengan tentara Cina dan setelah itu Raja mengadakan Pesta besar karena dapat mengusir musuhnya. Raja bermaksud mengambil Raden Segoro sebagai anak mantunya. Raden Segoro minta ijin dahulu untuk pulang ingin menanyakan kepada ibunya. Pada saat itu pula ibu dan anaknya lenyaplah dan rumahnya disebut Keraton Nepa. Karena itu sampai sekarang 2 tombak itu menjadi Pusaka Bangkalan.

Pada Zaman Majapahit di Sampang ditempatkan seorang Kamituwo yang pangkatnya hanya sebagai patih, jadi boleh dikatakan kepatihan yang berdiri sendiri. Sewaktu Majapahit mulai mundur di Sampang berkuasa Ario Lembu Peteng, Putera Raja Majapahit dengan Puteri Campa.

Yang mengganti Kamituwo di Sampang adalah putera yang tertua ialah Ario Menger yang keratonnya tetap di Madekan. Menurut cerita Demang terus berjalan kearah Barat Daya diperjalanan ia makan ala kadarnya daun-daun, buah-buahan dan apa saja yang dapat dimakan, dan kalau malam ia tertidur dihutan dimana ia dapat berteduh.

Perempuan tua itu menjawab bahwa pohon yang dimaksud letaknya didesa Palakaran tidak beberapa jauh dari tempat itu. Dengan diantar perempuan tua tersebut Demang terus menuju kedesa Palakaran dan diiringi oleh beberapa orang yang bertemu diperjalanan.

Pada sauatu saat Demang Palakaran bermimpi bahwa kemudian hari yang akan menggantikan dirinya ialah Kiyahi Pragalbo yang akan menurunkan pemimpin-pemimpin masyarakat yang baik, putera yang tertua Pramono oleh ayahnya disuruh bertempat tinggal di Sampang dan memimpin pemerintah dikota itu.

Ia kawin dengan puteri Wonorono di Pamekasan karena itu ia juga menguasai Pamekasan jadi berarti Sampang dan Pamekasan bernaung dalam satu kerajaan, demikian pula sewaktu Nugeroho (Bonorogo) menggantikan ayahnya yang berkeraton di Pamekasan dua daerah itu masih dibawah satu kekuasaan, setelah kekuasaan Bonorogo Sampang terpisah lagi dengan Pamekasan yang masing-masing dikuasai oleh Adipati Pamadekan (Sampang) dan Pamekasan dikuasai oleh Panembahan Ronggo Sukawati, kedua-duanya putera Bonerogo.

• PAMEKASAN

Kabupaten Pamekasan lahir dari proses sejarah yang cukup panjang. Begitu juga munculnya sejarah pemerintahan di Pamekasan sangat jarang ditemukan bukti-bukti tertulis apalagi prasasti yang menjelaskan tentang kapan dan bagaimana keberadaannya.

Diperkirakan, Pamekasan merupakan bagian dari pemerintahan Madura di Sumenep yang telah berdiri sejak pengangkatan Arya Wiraraja pada tanggal 13 Oktober 1268 oleh Kertanegara. Jika pemerintahan lokal Pamekasan lahir pada abad 15, tidak dapat disangkal bahwa kabupaten ini lahir pada jaman kegelapan Majapahit yaitu pada saat daerah-daerah pesisir di wilayah kekuasaan Majapahit mulai merintis berdirinya pemerintahan sendiri.

Terungkapnya sejarah pemerintahan di Pamekasan semakin ada titik terang setelah berhasilnya invansi Mataram ke Madura dan merintis pemerintahan lokal dibawah pengawasan Mataram. Hal ini dikisahkan dalam beberapa karya tulis seperti Babad Mataram dan Sejarah Dalem serta telah adanya beberapa penelitian sejarah oleh Sarjana barat yang lebih banyak dikaitkan dengan perkembangan sosial dan agama, khususnya perkembangan Islam di Pulau Jawa dan Madura, seperti Graaf dan TH.

Masa-masa berikutnya yaitu masa-masa yang lebih cerah sebab telah banyak tulisan berupa hasil penelitian yang didasarkan pada tulisan-tulisan sejarah Madura termasuk Pamekasan dari segi pemerintahan, politik, ekonomi, sosial dan agama, mulai dari masuknya pengaruh Mataram khususnya dalam pemerintahan Madura Barat (Bangkalan dan Pamekasan), masa campur tangan pemerintahan Belanda yang sempat menimbulkan pro dan kontra bagi para Penguasa Madura, dan menimbulkan peperangan Pangeran Trunojoyo dan Ke’ Lesap, dan terakhir pada saat terjadinya pemerintahan kolonial Belanda di Madura.

Hal ini terbukti dengan banyaknya penguasa Madura yang dimanfaatkan oleh Belanda untuk memadamkan beberapa pemberontakan di Nusantara yang dianggap merugikan pemerintahan kolonial dan penggunaan tenaga kerja Madura untuk kepentingan perkembangan ekonomi Kolonial pada beberapa perusahaan Barat yang ada didaerah Jawa, khususnya Jawa Timur bagian timur (Karisidenan Basuki).

Tenaga kerja Madura dimanfaatkan sebagai tenaga buruh pada beberapa perkebunan Belanda. Orang-orang Pamekasan sendiri pada akhirnya banyak hijrah dan menetap di daerah Bondowoso. Perkembangan Pamekasan, walaupun tidak terlalu banyak bukti tertulis berupa manuskrip ataupun inskripsi nampaknya memiliki peran yang cukup penting pada pertumbuhan kesadaran kebangsaan yang mulai berkembang di negara kita pada zaman Kebangkitan dan Pergerakan Nasional.
